University of Hawaii sea grant college program shall develop a comprehensive beach management plan for the north shore of Oahu from Kawailoa to Waialae ahupua'a over a two-year period with substantial community input.

Plan must address long- and short-term planning, climate change scenarios, erosion management, beach nourishment, public access, shoreline protection, setbacks, rolling easements, and innovative coastal hazard adaptation strategies.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017, requiring dollar-for-dollar matching from private or non-state sources.

Addresses erosion threats to north shore beaches, Kamehameha highway sections, the Pupukea marine life conservation district, and residential properties in the Ke Nui road area from high surf, climate change, and sea level rise.

Effective date is July 1, 2050.
