Adds new offense provision to Hawaii Revised Statutes § 712-1241(1) making it illegal to possess 50 or more capsules, tablets, ampules, dosage units, or syrettes containing one or more dangerous drugs.

Restructures subsection (1) by renumbering existing paragraphs (b), (c), and (d) to (c), (d), and (e) respectively to accommodate the new possession offense.

Applies to all dangerous drugs except methamphetamine, consistent with existing dangerous drug promotion laws in the statute.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date of the Act.

Effective date: January 7, 2059.
