Adds pregnant women to the list of protected categories (elderly, handicapped persons, and children 8 years old or younger) for mandatory minimum sentences under HRS §706-660.2, requiring sentences of 15 years for murder in the second degree, 6 years 8 months for class A felonies, 3 years 4 months for class B felonies, and 1 year 8 months for class C felonies.

Includes pregnant women as a criterion for extended terms of imprisonment under HRS §706-662, allowing judges to impose longer sentences for offenders who inflict serious or substantial bodily injury on pregnant women when the pregnancy is known or reasonably should be known to the defendant.

Establishes that physical abuse of a family or household member who is pregnant is a class C felony under HRS §709-906, elevating it from its standard misdemeanor classification.

Requires that the defendant's knowledge or reasonable knowledge of the victim's protected status be established for mandatory minimum sentences to apply.

Takes effect upon approval and does not affect rights, duties, or penalties that were in effect before the Act's effective date.
