Establishes exclusive jurisdiction of the small claims division of the district court over cases where the amount claimed is $1,000 or less.

Creates a new category for cases claiming more than $1,000 but not exceeding $5,000, which remain non-exclusive jurisdiction allowing plaintiffs to choose small claims or ordinary district court procedures.

Expands small claims jurisdiction over personal property cases to include any personal property worth $5,000 or less, removing the previous requirement that the amount owed for lease or rental be less than $5,000.

Maintains concurrent jurisdiction between the small claims division and district court over security deposit disputes in residential landlord-tenant cases.

Makes clarifying and housekeeping amendments to Hawaii Revised Statutes Section 633-27 and 633-28 regarding small claims procedures and service of process.
