Amends the definition of "overtime compensation" for public works to require payment of not less than 1.5 times the laborer's or mechanic's basic hourly rate plus fringe benefits.

Specifies that when prevailing wage is determined by a collective bargaining agreement, overtime and premium pay rates shall match those rates set in the collective bargaining agreement.

Modifies Section 104-2 to require overtime compensation for all hours worked on Saturdays, Sundays, legal holidays, or in excess of 8 hours per day, with overtime rates following collective bargaining agreement rates when applicable.

Updates contractor bond requirements in Section 444-16 to reference the full prevailing wage definition rather than a specific subsection.

Effective date: July 1, 2050.
