When the office of lieutenant governor becomes vacant, the powers and duties devolve to the president of the senate only if that person is of the same political party as the governor.

If the president of the senate is not of the same political party as the governor or fails to resign from legislative offices, the succession passes to the speaker of the house of representatives, also requiring same political party affiliation with the governor.

If the speaker of the house is not of the same political party as the governor or fails to resign, the powers devolve to a person appointed by the governor who is a member of the same political party and is constitutionally qualified to hold the office.

When the lieutenant governor is temporarily absent or disabled, the attorney general, director of finance, comptroller, director of taxation, and director of human resources development assume powers in that order.

Officers designated to temporarily assume lieutenant governor duties also assume gubernatorial powers and duties when the governor's office is vacant or the governor is absent or unable to perform duties.
