Amends the definition of "marijuana" in Hawaii Revised Statutes section 329-1 to exclude hashish, tetrahydrocannabinol (THC), and related alkaloids, salts, derivatives, and synthesized compounds from the marijuana definition.

Adds new definition of "hashish" as a resinous cannabis substance containing one or more tetrahydrocannabinols listed in section 329-14(g)(1), at least two of cannabinol/cannabidiol/cannabichromene, and fragments of plant material such as cystolith fibers.

Adds new definition of "marijuana concentrate" cross-referencing section 712-1240.

Updates the definition of "usable marijuana" in section 329-121 to exclude hashish, tetrahydrocannabinol, and related substances.

Effective date: July 1, 2015; does not affect rights, duties, or proceedings that matured or began before the effective date.
