Clarifies that crime victim restitution under HRS § 706-646 includes lost earnings (including paid leave) as a compensable loss.

Expands the definition of "medical expenses" to explicitly include mental health treatment, counseling, and therapy.

Establishes that restitution amounts shall be sufficient to reimburse victims fully for all reasonable losses, with enumerated categories being illustrative rather than exhaustive.

Specifies that while a defendant is in the custody of the director of public safety, restitution payments shall be made according to section 353-22.6.
