Authorizes county directors of finance to enter into contracts with car dealerships and motor vehicle rental companies for the registration of used motor vehicles, in addition to new vehicles.

Modifies Hawaii Revised Statutes Section 286-41(a) to allow exceptions to the requirement that vehicle owners apply directly for registration when dealerships or rental companies are authorized under Section 286-42(c).

Amends Section 286-42(c) to permit directors of finance to contract with dealerships and rental companies for registration of "new and used" motor vehicles, replacing the previous "new" motor vehicles only language.

Authorizes directors of finance to adopt rules regarding application, bonding, and procedural requirements for contractor registration services.

Takes effect July 1, 2015.
