Requires state agencies to hold public hearings in the county or counties primarily impacted by proposed adoption, amendment, or repeal of administrative rules.

Mandates at least one public hearing with thirty days' notice on each island where a proposed rule will likely have a significant monetary impact on residents or communities.

Allows public hearings to be supplemented by internet, teleconference, videoconference, or other electronic communication technology, provided technical failures do not invalidate the rulemaking process.

Ensures interested persons can submit data, views, or arguments orally or in writing, with agencies required to fully consider all submissions.

Takes effect upon approval.
