Proposes amendment to Article III, Section 15 of Hawaii Constitution to allow electronic copies of bills as an alternative to printed copies for third or final reading votes.

Modifies the 48-hour availability requirement so that bills may satisfy this requirement through either printed or electronic copies made available to house members.

Requires ballot question to ask voters whether electronic copies should be permitted as alternatives to printed copies for the 48-hour bill availability requirement.

Constitutional amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
