Clarifies that the chief election officer or county clerk may postpone elections or require absentee voting in affected precincts prior to election commencement when a natural disaster substantially impairs voters' ability to vote.

Authorizes the governor to make postponement or absentee voting decisions upon commencement of the election and thereafter, unless the governor is a candidate in that election.

Prohibits public disclosure of voting results from any precinct affected by an election postponement until voting in that precinct has concluded.

Reduces the maximum postponement period from twenty-one days to seven days and requires absentee ballot voting to conclude within seven days of the election.

Requires notification of affected voters "as soon as possible" rather than within specified timeframes when absentee ballots are mandated due to natural disasters.
