Requires expenditures of trust funds for compensation (including fringe benefits) of public employees and contracts for services to be subject to appropriation and allotment

Exempts expenditures for goods and construction from the appropriation requirement, which remain exempt under existing law

Applies the appropriation requirement to the Department of Education, University of Hawaii, and all other state departments and establishments using trust funds

Specifies that if conflicts arise between this requirement and other laws, this provision controls unless another law expressly states otherwise

Takes effect January 7, 2059
