Requires state agencies with non-general funds to reimburse the general fund for health benefits contributions made for employees whose compensation is or was paid from those non-general funds, beginning in fiscal year 2016-2017.

Requires state and county agencies receiving federal funds to set aside a portion of those federal funds to reimburse the State for health benefits contributions made for employees whose compensation is or was paid from federal funds.

Expands the reimbursement requirement to include contributions made pursuant to section 87A-42(b) or (c), specifically addressing the state public employer's annual required contribution for other post-employment benefits.

Directs the director of finance to establish the rate or formula for reimbursements and obtain approval from the U.S. Department of Health and Human Services if deemed necessary.

Takes effect on January 7, 2059.
