HI SB252

Establishes a charter schools special fund in the state treasury to receive appropriations for charter school operations, facilities funding, commission operations, fees, and grants.

Allows the charter schools special fund to be used for operation and maintenance of charter schools, facilities funding, and operation of the charter school commission.

Prohibits bond proceeds and debt service payments from the special fund and bars payments for financing agreements under chapter 37D.

Exempts the charter schools special fund from central service expense assessments under section 36-27 and departmental administrative expense assessments under section 36-30.

Requires repayment funds from closed charter schools that received capital improvement appropriations to be deposited into the charter schools special fund if the original appropriation came from that fund.
