Amends the definition of "eligible business activity" under Hawaii's enterprise zone law to include research and development activities at aerospace facilities.

Defines "aerospace facility" to include facilities involved in aerospace processing, manufacturing, research, instructional enterprises for aerospace high technology, commercial or experimental rocketry, and satellite operations.

Expands the aerospace facility definition to encompass solid waste resource recovery systems, alternative energy development, industrial parks, retail and food service establishments, and wholesale or manufacturing enterprises that primarily serve aerospace high technology enterprises or their employees.

Adds aerospace research and development as a new category (5) of eligible business activities, alongside existing activities such as manufacturing, agricultural production, biotechnology, and wind energy production.

Takes effect upon approval.
