Department of education shall develop a master strategy for cooling all public school facilities in consultation with the Hawaii state energy office and Hawaii natural energy institute.

Comprehensive study must address electrical and environmental standards, capital improvement costs, long-term repair and maintenance costs, and other relevant factors for funding proposals.

Department of education must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2016 regular session, including implementation timeline and prioritization schedules.

General revenues appropriation authorized for fiscal year 2015-2016 to conduct the comprehensive study and develop the master strategy for school cooling.

Director of finance authorized to issue general obligation bonds for fiscal year 2015-2016 to fund projects demonstrating efficient classroom cooling methods, with appropriated funds not lapsing until June 30, 2018.
