Requires the examiner of drivers to accept a signed sworn statement from a victim services organization member, attorney, clergy member, correctional staff, medical professional, or homeless service provider verification letter as proof of address for homeless individuals.

Directs the examiner of drivers to waive all fees for original or renewal identification cards for homeless individuals whose status is verified by a homeless service provider letter.

Allows the examiner of drivers to waive fees in cases of extreme hardship, with criteria to be established by rules.

Establishes a working group in the Department of Human Services to research and develop a plan for individuals unable to produce required identification documentation to obtain satisfactory evidence.

Working group must submit an interim report by twenty days before the 2016 legislative session and a final report with recommendations by twenty days before the 2017 legislative session, then dissolves on June 30, 2017.
