Establishes the Hawaii sexual assault response and training program under the Department of the Attorney General to coordinate multidisciplinary approaches to sexual assault victim medical care and forensic evidence collection.

Creates a statewide program membership including representatives from county prosecuting attorneys' offices, police departments, sexual assault forensic examiners, and victim services providers to standardize sexual assault response protocols.

Establishes mandatory timelines for sexual assault evidence collection and analysis: health care providers must submit evidence within 72 hours of consent, the department must submit for analysis within 14 days, and analysis must be completed within 90 days of receipt.

Requires DNA records derived from evidence analysis to be included in the state DNA database and prohibits courts from excluding DNA evidence or challenging database matches based on failure to meet the specified timelines.

Appropriates unspecified sums from general revenues for fiscal years 2015-2016 and 2016-2017 to the Attorney General for program implementation and to the Honolulu Police Department for compliance with evidence analysis requirements.
