Creates the Hawaii kupuna trust fund as a separate fund within a nonprofit entity selected by the director of health to strengthen elderly and vulnerable adult care through grants and endowment investment.

Fund assets include state, county, and federal appropriations; private contributions from corporations, businesses, foundations, and individuals; and investment income, with requirement that state appropriations not supplant existing elderly and vulnerable adult programs.

Establishes a seven-member advisory board including representatives from the senate, house of representatives, department of human services, executive office on aging, and three members appointed through the selected nonprofit entity to develop strategy and make grant recommendations.

Authorizes grants for elder and vulnerable adult assistance including abuse prevention, financial exploitation prevention, fall injury prevention, transportation and mobility support, aging and disability resource center promotion, and professional training and community education.

Effective date of July 1, 2050.
