Beginning with the 2016 primary election, the office of elections shall implement elections by mail in counties with populations under 100,000; beginning with the 2018 primary, expand to counties with populations under 500,000; beginning in 2020, conduct all federal, state, and county elections by mail.

Mail-in ballot packages shall include an official ballot, pre-paid postage return envelope, secrecy envelope, and instructions, mailed to registered voters no earlier than 30 days before election day.

Establish voter service centers in each county operating from 10 days before through election day to accept ballot deposits, update voter information, provide disability access, and enable same-day voter registration beginning January 1, 2018.

Designate places of deposit for personal ballot delivery and allow early ballot counting beginning 7 days before election; permit electronic ballot transmission for replacement ballots when original ballots are not received.

Appropriate funds for election by mail implementation and administration; allocate election expenses between State and counties based on whether elections involve federal, state, or county offices; require annual progress reports through 2021.
