Expands mandatory ethics training requirements to all persons required to file financial disclosure statements, board members, state employees in procurement roles, contract administrators, and employees who regulate or inspect private organizations.

Requires in-person ethics training attendance for all persons required to file financial disclosure statements, and online training completion for board members and specified state employees.

Mandates completion of ethics training at the next available course after taking office or starting employment, and once every four years thereafter.

Requires the state ethics commission to develop and implement both in-person and online ethics training courses covering ethics laws, standards of conduct, conflicts of interest, campaign restrictions, and consequences for violations.

Appropriates funds to the state ethics commission for fiscal year 2015-2016 to develop and implement an online ethics training program.
