Establishes a five-member narcotics enforcement and prescription drug monitoring advisory committee within the department of public safety, composed of physicians specializing in pain medicine, family medicine, internal medicine, substance use/addiction, and a registered pharmacist.

Committee members serve four-year terms and advise the narcotics enforcement division on monitoring prescription statistics, identifying top prescribers, reviewing adherence to standards of care, and making policy recommendations on pain programs and opioid use.

Creates the Hawaii drug take-back and education initiative within the department of public safety to organize safe drug disposal through quarterly take-back events and develop partnerships to incentivize drug returns.

Directs the drug take-back initiative to collaborate with the department of health to expand education programs, coordinate federal grants, and integrate recommendations from the advisory committee.

Takes effect on July 1, 2015.
