Establishes the Hawaii Maternal Mortality Review Panel within the Department of Health to conduct comprehensive, multidisciplinary reviews of maternal deaths in the state and identify factors associated with those deaths.

Panel consists of nine members including obstetricians, pediatricians, nurse-midwives, nurses, a medical examiner, a mental health representative, and department officials appointed by the director with three-year terms.

Requires all healthcare providers and state/county agencies to report maternal mortality events to the director and disclose maternal mortality review information upon written request.

Protects panel proceedings and information as confidential, with immunity from civil or criminal liability for participants; statistical data without personally identifiable information becomes public record.

Appropriates unspecified funding for fiscal years 2015-2016 and 2016-2017 to implement and operate the maternal mortality review panel.
