Appropriates funds from general revenues of the State of Hawaii for fiscal years 2015-2016 and 2016-2017 to the Department of Agriculture for biosecurity programs (specific dollar amount not filled in).

Appropriates additional funds from the pest inspection, quarantine, and eradication fund for the same fiscal years and purposes (specific dollar amount not filled in).

Authorizes the Department of Agriculture to expend appropriated funds to implement and operate biosecurity programs focused on pre-entry measures, port-of-entry inspections, and post-entry measures to combat invasive species.

Identifies invasive species threats to Hawaii including the coqui frog, brown tree snake, salvinia molesta, miconia calvescens, ohia rust, coconut rhinoceros beetle, and little fire ant as justification for funding biosecurity efforts.

Takes effect on July 1, 2015.
