Appropriates $350,000 for fiscal year 2015-2016 and $350,000 for fiscal year 2016-2017 to the department of land and natural resources for operational expenses and staffing costs of the Hawaii association of conservation districts.

Authorizes funding to support the 16 soil and water conservation districts across Hawaii's major islands, each governed by five volunteer directors.

Addresses increased demand for conservation district services including county grading permit reviews, farm plan preparation, erosion reduction, water quality improvement, and invasive species management.

Provides support for conservation education programs in elementary and high schools and assistance to farmers, particularly new and immigrant farmers in areas like Maui county.

Takes effect July 1, 2015.
