Appropriates general revenue funds for fiscal years 2015-2016 and 2016-2017 to the University of Hawaii College of Tropical Agriculture and Human Resources Cooperative Extension Service for eight new full-time equivalent positions.

Creates one livestock agent and one organic agriculture agent position in Maui County.

Creates one food crops agent and one irrigation and water resources agent position in Honolulu.

Creates one tree crops agent and one farm food safety agent position in Hawaii County, and one plant disease management agent and one insect pest management agent position in Kauai County.

Takes effect on July 1, 2015, and addresses a 43% decline in extension agents over the past twenty years by funding previously unfunded critical positions.
