Permits composting operations in agricultural districts as an allowed use, with requirement of special use permit for operations using materials sourced from off-site.

Restricts composting on lands with soil classified as overall productivity rating class A or B to on-site uses only, limited to the lesser of one acre or ten percent of parcel acreage.

Defines "composting" to include biological decomposition of organic solid wastes, green/yard waste, food scraps, animal manures, and non-treated wood materials to produce mulch or soil amendment.

Allows unrestricted composting on lands with soil classified as productivity rating class C, D, or E without special use permit requirements.

Takes effect January 20, 2050, with amendments to section 205-4.5(a) preserved when that section is reenacted on June 30, 2019.
