S.B. 325 - University of Hawaii; Omnibus

• Requires University of Hawaii to develop and implement a graduation pathway system by fall 2016, including structured default pathways, meta-majors, academic maps, cornerstone classes, and intrusive advising models to help students graduate within reasonable timeframes.

• Establishes an independent Office of the Ombuds at the University of Hawaii system office to provide confidential assistance and mediation for faculty, students, staff, and community members on complaints, policy violations, harassment, discrimination, and other institutional concerns.

• Transfers the Office of Gender Equity from University of Hawaii at Manoa to the system office and creates Title IX coordinator positions at Manoa, Hilo, and community colleges to address campus sexual violence and ensure federal compliance.

• Directs the State Auditor to conduct an audit of the University of Hawaii's faculty workload management no less than one year before each faculty union collective bargaining agreement expires, with findings due to the legislature before each regular session.

• Requires the University of Hawaii to provide nonsupervisory blue-collar employees and similarly situated non-union officers with the same educational benefits (tuition waivers, reduced tuition) currently afforded to faculty.
