Appropriates $190,000 for fiscal year 2015-2016 and $190,000 for fiscal year 2016-2017 to the University of Hawaii at Manoa's office of student equity, excellence, and diversity (SEED).

Funds 2.5 FTE positions including faculty, graduate student assistants, and student employees to conduct research on Asian American and Pacific Islander students in higher education.

Supports direct services to undergraduate and graduate students interested in pursuing diversity careers in student affairs and higher education.

Addresses documented underrepresentation of Asian Americans and Pacific Islanders in higher education institutions through research and student support programs.

Takes effect July 1, 2015.
