Amends Hawaii Revised Statutes Section 302A-1148 to allow public schools to accept in-kind services as payment in lieu of fees and charges for use of school facilities and grounds.

Grants principals or their designees discretionary authority to determine the value of in-kind services and document their value.

Establishes that documentation of in-kind services prepared by the principal or designee serves as sufficient evidence to authorize facility use without collecting monetary fees.

Makes technical clarifications to existing language regarding dispositions of school facilities that do not require board of land and natural resources approval.

Takes effect upon approval.
