Requires all birthing facilities to conduct pulse oximetry screening or other medically accepted blood oxygen saturation test on every newborn prior to discharge to detect critical congenital heart defects.

Exempts newborns from testing if parents, guardians, or custodians submit written objection based on religious tenets and beliefs that is documented in the medical record.

Mandates birthing facilities submit annual minimum data sets to the Department of Health including number of newborns screened, screening timing, results, outcomes of failed screenings, and cases where infants passed screening but were later diagnosed with critical congenital heart defects.

Defines "birthing facility" as any inpatient or ambulatory health care facility licensed by the Department of Health that provides birthing and newborn care services.

Effective upon approval of the Act.
