Prohibits pole trailers, semitrailers, tractor-semitrailer combinations, trucks, truck-tractors, and truck-trailer combinations weighing more than 10,000 pounds from driving in the far left lane of roadways with three or more lanes of traffic in the same direction.

Provides exceptions to the left lane restriction for mass transit vehicles, emergency vehicles, vehicles making left turns or passing stalled vehicles, vehicles following traffic control devices, and vehicles on roadways where the right half is closed for construction or repair.

Establishes a maximum speed limit of 55 miles per hour for trucks with a gross vehicle weight rating exceeding 10,000 pounds.

Defines applicable terms including mass transit vehicle, pole trailer, semitrailer, tractor-semitrailer combination, truck, truck-tractor, and truck-trailer combination by reference to existing Hawaii Revised Statutes sections.

Takes effect upon approval.
