Allows adopted individuals who are 18 years or older to access their sealed adoption records without requiring birthparent approval or consent.

Eliminates the previous requirement that courts notify birthparents and allow them to file confidentiality affidavits before releasing records to adoptees.

Removes the distinctions between adoptions occurring before and after January 1, 1991, applying the same open access rules to all adoptions regardless of when they occurred.

Permits natural parents to request copies of original birth certificates and allows adoptees to access ethnic background and medical information from records.

Takes effect July 1, 2050.
