Replace the flat 1.5 cents per glass container advance disposal fee (in effect since September 1, 1994) with a tiered structure based on interior volume effective January 1, 2016.

Impose 1 cent per container for glass containers with interior volumes less than 8 fluid ounces; 3 cents for 8 to 24 fluid ounces; and 5 cents for containers greater than 24 fluid ounces.

Direct the state auditor to conduct an audit of the advance disposal fee program as soon as feasible and again five years later, with results submitted to the legislature.

Address the shortfall in glass recycling funding by adjusting fees to better reflect the actual recycling costs (approximately 8 cents per pound) and the weight disparity between different container sizes.
