Increases the maximum amount of public funds available to candidates for state senator, state representative, county council member, and prosecuting attorney from 15% to 50% of the established expenditure limit per election.

Modifies the matching contribution formula by specifying that matching payments of $1 for each $1 of qualifying contributions apply only to primary and general elections and applies to contributions in excess of minimum qualifying amounts (specific dollar amount left blank in bill text).

Requires a candidate to have at least one other qualified opponent in the primary or general election to receive public funds for that election.

Appropriates unspecified sums from general revenues to the Hawaii campaign election fund for fiscal years 2015-2016 and 2016-2017 to increase funds available to candidates in the partial public funding program.

Takes effect January 7, 2059.
