Establishes a new petition process allowing candidates to request a recount if they lose by less than 500 votes or one-quarter of one percent of all votes cast, whichever is smaller.

Requires recount petitions to be filed with the appropriate elections officer no later than 4:30 p.m. on the second day after the election.

Mandates county clerks conduct recounts expeditiously with results certified by the chief election officer no later than the sixth day after the election.

Prohibits candidates who request a recount from filing a subsequent complaint in the Supreme Court challenging the election results.

Limits grounds for election contests in the Supreme Court to provable fraud, unlawful activity, and force majeure, while removing previous references to overages and underages.
