Appropriates funds from general, special, federal, and other sources to the Department of Budget and Finance for the fiscal biennium 2015-2017 to cover Hawaii employer-union health benefits trust fund costs and other cost adjustments negotiated with the exclusive bargaining representative of collective bargaining unit (5).

Appropriates additional funds for the same fiscal period to cover health benefits trust fund costs and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as those in collective bargaining unit (5), as authorized by chapter 89C, Hawaii Revised Statutes.

Requires the Director of Finance to allot appropriated funds to the Department of Education for expenditure in the respective fiscal years.

Provides that collective bargaining cost items paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funding sources.

Takes effect on January 7, 2059.
