Changes University of Hawaii Board of Regents rulemaking procedures from Chapter 91 (administrative rules) to Chapter 92 (open meetings law) for selected regulations.

Requires Board of Regents to adopt regulations at open public meetings with disclosure of expenditure documents at least six calendar days before meetings.

Applies new procedures to regulations governing residence for tuition purposes, state higher education loan fund administration, scholarship programs, and university parking.

Removes exemptions from public notice and hearing requirements that previously applied to Senator Hiram L. Fong and Senator Oren E. Long scholarship program regulations.

Takes effect upon approval.
