Renames the "running start program" to the "dual credit program" to encompass all dual credit programs in Hawaii.

Expands eligibility to include ninth and tenth grade students, in addition to eleventh and twelfth graders, if academically prepared.

Includes home-schooled students as eligible participants in dual credit programs offered through University of Hawaii campuses.

Replaces the standardized test requirement with multiple assessment measures approved by colleges to determine college-readiness.

Eliminates the requirement that students pay tuition and fees for college courses taken under the dual credit program.
