Repeals Hawaii Revised Statutes section 586-10.5, which mandates family courts report all domestic abuse cases involving minors or incapacitated persons to the Department of Human Services.

Eliminates the requirement that the Department of Human Services investigate each such allegation and submit written reports to family courts before temporary restraining order hearings.

Notes that existing Hawaii law (sections 350-1.1 and 346-224) already require courts to report child abuse/neglect and vulnerable adult abuse cases when they have reasonable cause to believe abuse has occurred.

Allows courts to exercise discretion in referring families to appropriate services without automatic child welfare or adult protective services investigations, reducing barriers to obtaining protective orders.

Takes effect upon approval.
