Applies specifically to complaints alleging domestic abuse by a police officer against a family or household member, using the definition in Hawaii Revised Statutes section 709-906.

Addresses concerns about re-victimization of domestic violence complainants and barriers to reporting abuse by officers.

Responds to documented pattern of inappropriate handling of domestic violence complaints involving police officers in the Honolulu Police Department between May 2013 and September 2014.

Takes effect upon approval.
