Appropriates $2,800,000 from general revenues for fiscal year 2015-2016 to fund the Hawaii Health Systems Corporation primary care training program at Hilo Medical Center.

Supports an interdisciplinary training program that includes family medicine physicians, nurses, dental hygienists, pharmacy students, psychologists, and other healthcare providers trained through partnerships with University of Hawaii campuses.

Addresses the state's shortage of primary care providers, particularly in rural neighbor island communities, by training interdisciplinary teams capable of serving significantly more patients than independent physicians.

Promotes the patient-centered medical home model of primary care delivery and aims to attract healthcare providers to practice in rural Hawaii areas.

Takes effect on July 1, 2015, with funds to be expended by the Hawaii Health Systems Corporation.
