Amends Hawaii Revised Statutes Section 46-4(a) to allow counties to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time in areas of any zoning classification.

Clarifies that amortization provisions for nonconforming uses do not apply to existing buildings used for residential (single-family or duplex) or agricultural purposes, except for the new transient vacation rental exception.

Maintains existing zoning authority for Hawaii, Maui, and Kauai counties to regulate land use through ordinances addressing agriculture, industry, residential uses, building height and size, lot sizes, and population density.

Effective date July 1, 2050.
