Authorizes the use of state highway funds for establishing cycle tracks, defined as portions of highways physically separated from motor vehicles and set aside for exclusive bicycle use, designated as one-way or two-way.

Requires at least two percent of eligible federal highway funds plus additional state highway funds to be expended on multi-use paths, bicycle paths, cycle tracks, and bicycle lanes, with mandatory public involvement of the bicycling community in location decisions.

Prohibits mopeds from operating on bicycle lanes, cycle tracks, and bicycle paths unless specifically authorized by rule or ordinance adopted by the director of transportation or counties.

Clarifies traffic rules for cyclists using cycle tracks, including permission to ride in both directions on two-way cycle tracks and to ride two abreast on sufficiently wide cycle tracks.

Effective July 1, 2050.
