Allows neighborhood board members to attend public meetings or presentations on Oahu related to official board business without violating the Sunshine Law, provided the meeting is open to the public, free, and requires no registration.

Removes the prior requirement that only fewer than a quorum of board members could attend such meetings, allowing any number of members to participate.

Permits board members attending such meetings to ask questions of non-board members relating to official board business.

Removes the requirement that board members report their attendance and matters discussed at the next duly noticed board meeting.

Prohibits board members from making any commitment to vote on issues discussed at these public meetings or presentations.
