Requires Department of Public Safety intake centers to collect or coordinate collection of data on incarcerated parents, the number of their minor children, and other information useful for service provision to this population.

Adds data collection as a new function (paragraph 9) to the existing duties of correctional intake centers under Hawaii Revised Statutes Section 353-10(b).

Addresses the legislature's finding that Hawaii lacks a system to identify incarcerated parents and their children despite prior task force recommendations in 2006 and 2008 for coordinated data collection.

Recognizes that children with incarcerated parents often experience trauma, emotional distress, developmental challenges, poor academic performance, and increased involvement with the criminal justice system.

Takes effect upon approval with no specified deadline for implementation of the data collection system.
