Requires all State-funded landscaping projects for new or renovated buildings, facilities, complexes, and housing to incorporate Hawaiian plants (endemic, indigenous, or those brought by Polynesians before European contact).

Establishes a phased implementation timeline: 10% Hawaiian plants by January 1, 2019; 25% by January 1, 2025; and 35% by January 1, 2030, measured as a percentage of total plant footprint.

Prioritizes sourcing Hawaiian plants from the specific island and ahupua'a (land division) where the species occurred prior to European contact.

Allows purchasing agency heads to grant exceptions to these requirements using procedures and standards established by the policy board.

Requires all plants used to be clearly identified with signs for public education purposes.
