Requires the Office of Hawaiian Affairs (OHA) to establish, design, and administer a mandatory training course on native Hawaiian and Hawaiian traditional and customary rights, natural resource protection, access rights, and the public trust.

Mandates that members of specified state councils, boards, and commissions (including the Land Use Commission, Board of Land and Natural Resources, Commission on Water Resource Management, Environmental Council, Board of Agriculture, and others) complete the training course within twelve months of their initial appointment.

Allows other state or county officers, representatives, and employees not subject to the mandatory requirement to voluntarily request enrollment in the training course.

Requires OHA to offer the training course at least twice per year and directs the governor to provide OHA with names of newly appointed board members within thirty calendar days.

Takes effect upon approval, with revisor of statutes to assign appropriate section numbers to the new statutory provisions added to Chapter 10, Hawaii Revised Statutes.
