Appropriates funds for the Office of Hawaiian Affairs (OHA) for fiscal years 2015-2016 and 2016-2017, with programs in economic development and beneficiary advocacy.

Establishes three main programs: Strategic Marketing & Support (0.63 positions), Administration (7.60-32.40 positions), and Beneficiary Advocacy (2.86-14.14 positions), funded through general funds (A) and trust funds (T).

Allocates $415,000 annually (general and trust funds combined) for social services and emergency financial assistance to at-risk OHA beneficiaries.

Allocates $615,000 annually for educational improvement programs for Native Hawaiian students and $524,400 annually for legal services covering quiet title actions, ahupua'a rights, land title assistance, and cultural preservation.

Allocates $460,000 annually for health improvement programs, $455,000 for housing assistance programs, and $455,000 for income improvement and employment training programs for Native Hawaiian beneficiaries.
